Cavanaugh developed the Town’s first Stormwater Master Plan (SWMP). Cavanaugh worked with the Town’s staff to locate and detail all drainage structures, channels and impoundments throughout Town. The plan included a model of the system to determine the problem areas and evaluate needed improvements. Cavanaugh determined the needed improvements and the associated cost estimates.

Bases on the SWMP, the existing Stormwater Ordinance was assessed and improvements were recommended so that an improved policy could be established. This process required Cavanaugh to coordinate the public education program for the town council and the town's citizens.
