The Town of Belhaven, NC was faced with a tough situation when its ability to grow was hindered due to a sewer moratorium. Cavanaugh was brought on board and worked closely with the Town to develop a plan for the expansion. Complications surfaced because this plant discharges to a tributary of the nutrient-sensitive Tar-Pamlico River Basin. The limitations for this facility included stringent limitations on Total Nitrogen. Cavanaugh was able to analyze several different treatment schemes and effectively select a layout that utilized the existing swirl mix basin in a new configuration allowing for maximum flexibility. The facility was completed within the original schedule as required by the SOC (Special Order by Consent) and the Town was able to offer flow again. This project was financed by Construction Grants & Loan’s SRF (State Revolving Loan) program.
